The Earthly Sanctuary and Its Limitations

The “first covenant” had an ordered worship and an earthly sanctuary. Hebrews begins with appreciation rather than contempt. Its ordinances were given by God, and its sanctuary made covenant realities visible in the world of Israel’s daily life.
The word “also” quietly implies that the new covenant is not worship without an ordered ministry. It has the service of Christ in the heavenly sanctuary already introduced in 8:1–2. The contrast is therefore not ritual versus no ministry, but an earthly and provisional order versus the effective priesthood of the Son.
“Worldly” means belonging to this created order. The tabernacle could be measured, constructed, dismantled, and served by mortal priests. Its materials were earthly, yet its purpose was sacred. Within it Israel learned that God desired to dwell among His people, that holiness governed access to His presence, and that sin required cleansing and mediation.
The sentence also fixes the comparison that follows. Chapters 7–8 established a new Priest and covenant; chapter 9 now compares the spheres and effects of the two ministries. The issue is not whether the first sanctuary taught truth, but whether its earthly rites could bring worshipers to the goal they portrayed. By describing the tabernacle before its ritual movement, Hebrews lets the reader see how space itself preached. Approach moved inward toward God’s presence, but veils and restricted service marked distance. That divinely designed pattern will make the achievement of Christ unmistakable.
